Tianjin, China has a dedicated policy for one-person companies (OPC). On 1 September 2026 the city published Several Measures to Accelerate Building a One-Person Company (OPC) Innovation and Entrepreneurship Ecosystem, issued jointly by the Tianjin Municipal Human Resources and Social Security Bureau and 15 other departments — 16 bodies in total — under document 津人社办发〔2026〕28号, dated 24 August 2026. The notice states it takes effect on the date of issue and remains valid for three years.
Who qualifies for any of it is decided by the issuing authority, not by this page. Everything below is what the policy text says; the amounts quoted are ceilings written into the documents, not approvals.

Getting registered: measure 1
The first measure is administrative. Instead of visiting several offices, an OPC founder is meant to complete business registration, taxpayer information confirmation, social insurance registration, the employment/entrepreneurship certificate (就业创业证) and the start-up subsidy application as one bundled service.
The same measure covers how an OPC can be capitalised: it supports contribution in kind using physical assets, intellectual property, equity or debt claims — any non-cash property that can be valued in money and legally transferred — and lets the company set registered capital and contribution deadlines in accordance with law. That matters for a one-person company whose main asset is code, a patent or a brand rather than cash.
Space, vouchers and housing: measure 3
This is the measure with the most concrete geography in it.
- OPC start-up zones (OPC创业专区). Tiankai Higher Education Science & Innovation Park (天开高教科创园), Binhai High-tech Zone (滨海高新区) and the Sino-Singapore Eco-City (中新生态城) are designated as pilot areas to set up OPC zones.
- Incubator space. Incubators and maker spaces are encouraged to reserve a share of their space for OPCs, with rent reductions.
- Entrepreneurship vouchers (创业券). The city will issue vouchers covering finance/tax, financial, legal, HR, intellectual property and branding services.
- Maker Stations (创客驿站). Young founders aged 38 or under who move to Tianjin can get accommodation in Maker Stations for up to three years.
The notice does not state any amount for the vouchers or for the rent reductions, and no implementing rules were found. Treat both as announced but unpriced.
Demand-side support: measures 2, 4 and 5
Tianjin is trying to solve the problem that a one-person company often has no customers. Measure 2 builds a city-level OPC public entrepreneurship service platform that combines policy lookup and application, scenario matching, financing, talent services, order matching and training in one place. The same measure backs large-model ecosystem platforms — the notice names the National Supercomputing Internet (国家超算互联网) and 360 — offering shared computing power, quality training data and vertical AI creation tools as a one-stop service.
Measure 4 asks government departments and state-owned enterprises to open up scenarios in manufacturing, city management, education, healthcare, elderly and child care and transport, so OPCs can take part in testing, R&D and deployment. Measure 5 goes to private demand: platform companies in Tianjin — the notice names JD.com, Douyin, Tencent, 360 and Yunzhanghu (云账户) — are to publish AI application-scenario demand orders on a rolling basis for OPCs to take on.
Skills, competitions and operators: measures 6, 8 and 9
Measure 6 sets up dedicated OPC training courses focused on AI tool use, digital marketing, product design and financial management, supported by an OPC mentor team. Measure 9 adds OPC tracks to start-up competitions such as the "Haihe Talent" (海河英才) events; award-winning projects that locate in Tianjin get priority for incubator space, start-up guaranteed loans and investment matching.
Measure 8 is not for founders at all: it lets districts and parks bring in specialist OPC ecosystem operators and pay them operating rewards based on the OPCs they actually incubate. No reward amounts are given.
The money: guaranteed loans and the standing subsidies
Start-up guaranteed loans (measure 7). The notice directs financial institutions to provide eligible OPCs with start-up guaranteed loans and interest subsidies of up to CNY 300,000 for individuals and up to CNY 4 million for enterprises.
Those loans sit on top of subsidy rules that already exist in Tianjin and are applied separately:
- One-off start-up subsidy. CNY 3,000 once the business has paid social insurance for 12 consecutive months; CNY 1,500 can be claimed in advance after 6 consecutive months. Eligibility covers working-age founders starting a business in Tianjin for the first time (sole proprietorships included), operating normally for one year, employing at least one person and paying social insurance, who are graduates within two years of leaving school, registered-unemployed Tianjin residents of six months or more, or returnees starting up in agricultural districts. You apply within two years of registration. The rules in 津人社办发〔2023〕3号 were extended in December 2025 by 津人社办发〔2025〕43号 and now run to 31 December 2026; whether they continue into 2027 is not yet known.
- Start-up rent subsidy. CNY 1,000 per month, plus CNY 500 per month for each person hired on a contract of one year or more with social insurance, capped at CNY 2,500 per month and 24 months; if the actual rent is lower, the actual rent is paid. Eligibility covers working-age students, graduates within five years, returned overseas students within five years, "Haihe Talent" settlers within five years, recent competition winners and people with employment difficulties who rent premises in Tianjin and are the legal representative. Apply within two years of registration. Rules in 津人社办发〔2023〕19号 are valid to 30 April 2028.
- Social insurance subsidy for flexible work. Graduates within two years of leaving school who work flexibly and pay social insurance in Tianjin get CNY 600 per month towards pension contributions and CNY 200 per month towards medical insurance — CNY 800 per month if they pay both — for up to two years.
Tianjin's 2026 youth employment action plan (津人社办函〔2026〕304号, 31 July 2026, covering July–December 2026) also encourages young people to open one-person companies and move into incubators, and to use the guaranteed loans, the one-off subsidy and the rent subsidy.
How you actually apply
Applications run through district human resources and social security bureaus, not a city portal. For the one-off subsidy you apply at the district HR & social security bureau where the business is registered; the district reviews within 15 working days and pays within a further 15 working days, and the subsidy can be claimed only once. For the rent subsidy you first obtain eligibility confirmation from the district HR bureau where the premises are, then claim the previous quarter's subsidy within the first 15 working days of each quarter. No Tianjin city-level e-government item pages for these subsidies could be located.
What the documents do not say
Three gaps are worth knowing before you plan around any of this. The OPC notice gives no amounts for the entrepreneurship vouchers, the OPC-zone rent reductions or the operator rewards, and no implementing rules were found. The one-off subsidy rules expire on 31 December 2026. And eligibility for every item above is determined by the issuing authority, so the figures here are policy ceilings rather than something any applicant is entitled to.
